2017 - EC/IBF International Consulting Final Evaluation of EDF 10 funded programme estimates in Eritrea "Capacity Building for the Public Administration of Eritrea"

Assess if the programme has a set of clear and logically coherent objectives (goal, purpose, outputs with indicators) and a set of indicative activities for delivering outputs and assess the validity of the logical framework over time

Assess to what extent the objectives set at the design of the two Programme Estimates were valid and assess if progress in the implementation was consistent with the EU policy/ Programme framework and the financing agreement;

Evaluation and Formulation of the Decentralisation and Local Development Support Project (DLDSP)

Under the governance the assignment covers evaluation of project implementation undertaken by UN on which a re-formulation of the project will be done and monitor the implementation of the re-formulated project during the implementation. Key Evaluation, Formulation and EU procedures expert.


2017 - WFP 
Review of the results over time of the post-harvest project with emphasis on the initial 16,000 participants in Uganda (from 2013) 

Assess the change in the lives of smallholder farmers who have benefitted from the programme since the project started in 2013. This will assess key indicators affecting food security and economic empowerment of the households complimented by real life experiences from farmers and the community.

Review/Evaluation of the ZIM-Fund project as a basis for Development of Decision Document and Agreement for the Emergency Power Infrastructure Rehabilitation Project (EPIRP) and the Urgent Water Supply and Sanitation Rehabilitation Project (WSSRP) Multi-Donor Trust Fund (MDTF) .

implemented through the Multi-Donor Trust Fund (MDTF) based on NORAD’s standard form. The (Zim-Fund) is managed and implemented by the AfDB. Evaluation of first phase achievement before decision on support of a second phase was taken by the Royal Norwegian Embassy, in Harare, Zimbabwe.

Review/Evaluation of second phase of the Zimbabwe Peace and Security Programme in Zimbabwe

The Programme aim to contribute to the achievement of this objective through action organised and implemented around two core outcomes as follows: Outcome 1: Willingness to implement National Security Sector Transformation (SST) Strategy. Outcome 2.1: Increased political understanding of the need for Security Sector Transformation. The evaluation of the project and its expected results was requested before decision was taken regarding continuation of funding.  


2009 - ongoing - EU

Result-Oriented Monitoring (ROM) and Ongoing/ End of Project Results Reporting (OPRR/ EPRR)

Monitored over 50 projects supported by the EU in Burkina Faso, Gambia, Ghana, India, Kenya, Lesotho, Liberia, Malawi,  Namibia, Nigeria, Pakistan, Papua New Guinea, Sierra Leone, Somalia, South Africa, Tanzania, Uganda, Zambia and Zimbabwe. Projects covered good governance (electoral support, voters administration, civic education, justice sector reform, decentralisation, public financial management, support to Parliament), education, peace and security building, among others.

2017 - EU Liberia, Monitoring of the Electoral Support 2015-2018

Monitoring of the election support to Liberia’s presidential and Parliament election 2018 through a Indirect Management Agreement with UNDP in Liberia. 


2013 - EU South Africa Monitored under the Result Oriented Monitoring programme (ROM) 

Legislative Sector Policy Support Programme (SPSP); Governance programme 

Programme supporting the democratisation process in South Africa. The LSPSP consist of four strategic goals of the Sector: (i) deepening and entrenching of people-centred democracy, (ii) strengthening of capacities in law making and oversight functions of the Legislatures, and (iii) building of an effective and efficient legislative sector, iv) the fourth strategic goal of the Sector Policy and Strategic Framework aims to strengthen the South African Legislatures' capacity to engage, oversee and participate in international relations.  


2013 - Good Governance Evaluation of AfDB development assistance to Kenya from 2002 to 2012

Governance and Gender Specialist on the Evaluation Team.

Design of the evaluation framework based on the programme results framework and key performance areas for governance initiatives including questionnaires. The evaluation framework covered 3 planning periods and strategic documents.

Assess fiscal governance and financial sector reforms and the improvement on public financial management, reduction of corruption, and strengthening of institutions to improve governance in the government institutions.

Evaluate AfDB’s strategic focus of governance its impact on the different initiative of the country in improving the governance.

Evaluated the governance and gender as cross-cutting issues within the national programme of AfDB.


2012 - Legal Resource Foundation (LRF) NGO Swedish Embassy Zimbabwe

LRF undertake legal services (legal aid), Legal Education and Advocacy and Research

Part of a team of three consultant undertaken an organisational analysis of the Legal Resource Foundation and its operation. The analysis included financial analysis of operational costs and funding modality for an operational budget of USD 3 million. Provide plan for way forward in a new funding and operational structure.

Monitoring of the strengthening the independence, impartiality and accountability of the Judiciary in Zimbabwe. 


2007-08 - EU Malawi 

EDF funded project / Framework Contract “Promotion of the Rule of Law and Civic Education” (RoLP). Technical assistance to operationalise the Project Implementation Unit (PIU)
Institutional capacity building was provided to the PIU and the 10 beneficiaries of the Programme, facilitating the implementation of the Annual Programme Estimates (PE1) under the Financial Agreement for the Project “Promotion of the Rule of Law and Civic Education” at beneficiary level. Design and implementation of administration and financial management system, incl. financial procedures and regulations based on EDF guidelines and regulations. During the 11 months support, the TA performed budget reallocations, riders, procurement and elaboration of the PE2.

2011 - EU Result Oriented Monitoring (ROM) of the Trade Development Corporation Agreement Facility 

Under the thematic sector Public Sector Policy and administrative management, Monitoring of progress on the four result areas: 1. Improved sector policy dialogue and cooperation between the EU and RSA 2. Increased institutional capacity to help implement the areas of cooperation of the TDCA and the Strategic Partnership Action Plan (JAP), 3. Communication and information dissemination, 4. Efficient and effective programme management all through the duration of the Programme.

2004 -2005 IFC Mozlink 2, Training and mentoring of SMEs

Development of training material in general management, Finance management, marketing and ISO requirements. Conduct training in the above four subjects. Mentoring on the four subjects to the companies trained.

2004 IFC, SGL (Spectrum Graphics Limited), carried out of a Feasibility Study

In relation to an expansion of SGL’s production activities a Feasibility Study was carried to support application for a loan facility to finance investments. 


2003  Africa Project Development Facilities (APDF) Mozlink, Business Evaluation of small and medium firms

Assessment of 24 SME companies under the Mozal support program. The assessment of the companies' organisational structure, financial systems in place and training need. The assessment was carried out based on an assessment tools given by Africa Project Development Facilities (APDF) in Johannesburg.

2016 and 2015 EU, Monitoring of the Support Programme to the Decentralisation Process in Liberia

The programme supports the deconcentration of government services to county level, followed by a decentralisation of the political power to county level to strengthen the good governance. Multi donors project support, coordinated by UNDP.

2017 - M&E of Peace Building Projects training, The Hague Academy for Local Government 

Trained participants in design of M&E planning, Theory of Change and Monitoring and evaluating of project or programme based on its theories of changes, M&E and data and collection of data in a fragile environment, and it validity, Linking conflict analysis, peacebuilding programme design and M&E: the learning cycle.  


2017 - Training EU delegation to Somalia and development partners (NGOs) in Logical Framework Approach and Reporting using the Logical Framework Matrix during reporting of result on EU supported projects. 

Training was undertaken inNairobi Kenya, Hargeisa Somaliland, Garowe Puntland and in Mogadishu Somalia. 


2015 - EU, Training in EU’s rules and Regulations on Procurement and Grants (PRAG) 

Training is use of Procurement Procedures and Grants laid out in the Practical Guidelines (PRAG). Supplemented with practical exercises.


2015 - Training in Project Cycle Management (PCM) of NAO, Line Ministries/Agencies staff, EU

Training in the Project Cycle Management. Supplemented with practical exercises using the PCM, specifically was developed for the Log Frame Approach. 


2013-14 Agriconsult Ltd Sierra Leone, 

Support to Civil Reform Programme 10th EDF. Short-term input, Training in PCM.

Assisting the administration requirement in the HRMO to manage and implement the project in accordance with EDF rules and regulations. Support during the development of the PE(s) and closing of the PE including the report requirement. Assist in development of the tenders for international and national procurement, training staff on budget reallocation and addenda, and in that respect elaborate the required Rider.

2018- EU Sierra Leone , Monitoring of the EU support to National Election Watch (NEW) NGO

Monitoring of the capacity of NEW's

A coalition of more than 375 Civil Society groups (national and international non-governmental organisation supporting transparent and credible election processes) in Sierra Leone.  NEW is the election watchdog in Sierra Leone.


2017 - EUD to Somalia, Training EU delegation to Somalia and development partners (NGOs) 

In Logical Framework Approach and Reporting using the Logical Framework Matrix during reporting of result on EU supported projects. Training was undertaken in Nairobi Kenya, Hargeisa Somaliland, Garowe Puntland and in Mogadishu Somalia.  


2016 - EU Somalia Monitoring of Cultural Heritage Program implemented in Mogadishu

State building covers: 

1. Cultural dialogue and expression revived in Mogadishu through renovation and promotion of a cultural heritage site. 2. Peaceful dialogue enhanced through exchange, learning and access of Somali civil society to culture; 3. Youth and women groups in Mogadishu have greater access to income generating opportunities.


2016 - EU Somalia Monitoring of Connecting people through Mobile Audio-Visual Outreach 

Under state and peace building: 

1. Somali citizens have increased opportunities to access and share quality information and ideas with each other and their leaders; 2. Somali media actors have more opportunities for outreach and audience-responsive programming. 3. Youth are better able to use traditional and cultural formats to convey messages on key societal issues. 4. Communities in conflict-prone areas have greater access to innovative platforms for reconciliation. 


2016 - EU Somalia End of Project Result, Reporting (EPRR) 

Covered support to 21 NGOs and UN of which 1 projects in Water and Sanitation, 8 projects in primary Educations, Secondary and TVET, 10 projects in Governance and 2 projects in Social Safety Net for poor and vulnerable households in northern regions of Somalia/ Somaliland – Phase II. Governance projects implemented by UN in Somalia.
